Unreachable furniture stalls building construction

Summary:
If a building plan contains a piece of furniture which ends up unreachable, the building construction never completes.

Steps to reproduce:

  1. Create a building containing a large table made of nine single tables in a 3x3 grid.
  2. If the hearthlings build the outer 8 tables first, then they will not be able to reach the center space to place the last table.
  3. The building never completes.

Expected Results:
Building of the unreachable piece is cancelled, or building order prevents the condition.

Actual Results:
Building never completes.

a related design bug:

placing furniture (in assumed completed building) in unreachable place.
There is no way to remove the ghost furniture, which will never get installed since it is unreachable. maybe short of destroying the whole building.

morale of the story? we need a way to remove ghost furniture, either manually placed or in building plans that has already started construction.
