Not at all.
The founders packs offer a way for players to support the game prior to launch, and in return get a few goodies and early access.
It is still a free to play game with all aspects available using in game currency.
I was fortunate enough to be invited to the last alpha, and as someone who has very fond memories of Ultima Online, I cannot recommend this game enough to those who enjoyed UO also.
