Perhaps (inner) ladders shouldn’t be the first thing to be built on a building anyway, but if they are, perhaps their blueprints should not be visible right at the start. It just looks a bit weird to order a building to be built, and see just the ladder blueprints at the start. Especially if the building order is not taken up right away. See attached video at 18:20.
