Enable_renderer_file_watcher does not work anymore?

I’m trying to add an effect to an item.
But the changes I’m making are not being updated, requiring a game restart.

My user_settings already have the key enable_renderer_file_watcher set to true.

Looks like it wasn’t monitoring the steam_uploads folder. Fixed in the next release.
