How can the loadouts be implemented as mods or within mods?

You would do a mixinto to the loadouts.json file (it’s inside stonehearth/data/loadouts).

I think the loadout system is pretty good sp far. The only thing I can think of to be added would be an exile scenario: your hearthlings had te flee for something, and only have the barebones stuff. For the hardcore players
